Dilematik Dusun Toro di TNTN (bagian-3): Relokasi Warga atau Lepaskan Status Lahan

Nasi sudah menjadi bubur. Taman Nasional Tesso Nilo (TNTN), terlanjur menjadi perkampungan. Pertumbuhan penduduk, meningkat tajam. Kini tinggal dua pilihan; lepaskan status lahan, atau relokasi warga. Tapi sanggupkah memindahkan manusia yang jumlahnya sudah mencapai 5.000 jiwa?

Dusun Toro Jaya ini, sudah ditempati warga sejak tahun 2000-an. Kehidupan terus berkembang. Kebun sawit dan kebun karet, mulai tumbuh. Warga yang menanaminya. Semakin hari, melihat kondisi Toro Jaya yang menjanjikan untuk lahan perkebunan, semakin ramai pula warga yang berdatangan. Rata-rata datang dari Sumatera Utara.

Hingga kini, sudah ada 5.000 jiwa lebih dari 1.100 KK yang menetap di Dusun Toro Jaya. Sistem pemerintahannya juga sudah tersusun rapi. Di dusun itu saja, terdiri dari 17 RT, dan 3 RW. Masing-masing RT dan RW, sudah ditunjuk ketuanya.

Oleh karena itu, Kepala Dusun Toro Jaya, Suryadi, berharap betul kalau lahan yang sudah terlanjur mereka garap, dilepaskan dari status taman nasional. “Kami ingin ini dibebaskan. Cukup yang sudah tergarap saja. Kami tak akan tambah lagi,” harapnya.

Status taman nasional, menjadikan tempat warga bermukim, tak bisa dibangun dengan uang negara. Dana yang berasal dari Anggaran Pendapatan dan Belanja Daerah (APBD) maupun Anggaran Pendapatan dan Belanja (APBN), tak boleh digunakan untuk membangun fisik, selama status taman nasional belum dilepas.

Di sisi lain, dengan jumlah penduduk yang sudah sangat banyak, perlu didukung dengan fasilitas-fasilitas. Namun, warga tak tinggal diam. Kebutuhan itu muncul seiring dengan tumbuh kembangnya kehidupan manusia. Inisiatif dilakukan warga. Begotong royong, untuk mengadakan fasilitas yang dibutuhkan. “Di sini semuanya swadaya,” ujar Suryadi.

Sebut saja untuk akses jalan. Meski di dusun itu tak ditemui sejengkal pun jalan aspal, namun jalan tanah dibuat warga secara bersama-sama dengan sederhana. Jalan utama, hingga jalan gang. Beberapa ruas jalan menuju rumah warga, bahkan sudah diberi nama. Ada yang namanya Jalan Semangka, Jalan M, dan bermacam nama lainnya. Sudah seperti komplek perumahan di kota-kota saja.

Jembatan juga dibangun, meski terbuat dari kayu. Dananya dari sumbangan warga. “Untuk pembangunan fisik, kami kumpulkan uang Rp50 per kilogram hasil panen sawit warga. Ada tim yang mengumpulkannya. Kemarin terkumpul Rp70 juta untuk bangun jembatan,” kata kepala dusun.

Uang ini digunakan tak hanya untuk pembangunan jalan dan jembatan. Tapi, fasilitas-fasilitas yang dibutuhkan warga, menggunakan uang itu. Seperti membangun sekolah, puskesdes, atau kebutuhan warga lainnya. Setidaknya, dalam sebulan ada sekitar 50 ton hasil panen sawit di Dusun Toro Jaya. Artinya, sebulan bisa terkumpul sumbangan sekitar Rp2,5 juta.

Uang itu tentu tak cukup untuk membangun fasilitas sesuai yang diinginkan. Sekarang, asalkan ada saja, sudah cukup bagi warga. “APBD, dana desa, tidak bisa diarahkan untuk pembangunan di sini. Kalaupun ada bantuan dari pemerintah, itu hanya dalam bentuk bantuan sosial,” kata Suryadi.

Bantuan non fisik dari pemerintah itu, seperti beras miskin, dan bantuan kesehatan. Kalau pendidikan, ada juga bantuan pakaian dan buku siswa. Bantuan kesehatan, Pemerintah Kabupaten Pelalawan sudah memberikan dua unit ambulans. “Ambulans yang lama ada satu. Kemarin ditambah lagi satu ambulans baru dari dana CSR,” ujarnya.

Tapi untuk tenaga kesehatan, masih sangat terbatas. Hanya ada bidan dan mantri di dusun itu. Dokter tak ada. Hanya bisa untuk mengobati warga yang sakit ringan, seperti demam. Kalau melahirkan dengan normal, masih bisa. Jika melahirkan dengan operasi, atau warga sakit parah, terpaksa dibawa keluar.

“Kita bawa warga dengan ambulans ini ke Puskesmas Ukui. Bayangkan saja berapa waktu dan jarak tempuh untuk mendapatkan penanganan medis kalau kondisi darurat,” kata dia.

Melihat jumlah penduduk dan luasnya wilayah administrasi Dusun Toro Jaya kata Suryadi, sudah sepatutnya Toro Jaya dijadikan desa tersendiri. Tapi lagi-lagi, itu terhalang oleh status taman nasional. Ditambah lagi, masih banyaknya penduduk yang tak memiliki KTP dan KK atau berstatus warga di luar Toro Jaya.

“Kita ingin ini jadi desa. Itu pasti. Untuk menuju itu, ada tahapannya. Pertama, legalitas. Baik legalitas penduduk, maupun legalitas wilayah administrasi,” ujarnya.

Masih karena status lahan, warga kesulitan menjual hasil panen sawitnya. Sebab, tauke tak mau mengambil risiko. Tak ada yang mau menjemput ke dusun itu. Sehingga, warga harus membawa hasil panennya ke Kuantan Singingi untuk dijual.

“Itu pun dibeli murah. Harganya Rp1.200 per kilogram. Belum lagi ongkos kirimnya,” ujar dia. Ada juga katanya, investor yang ingin membangun pabrik di sini. Tapi, tetap terhalang oleh izin yang tak bisa diterbitkan.

Untuk kebutuhan warga, di dusun itu juga ada pasar. Lengkap yang dijual di sini. Mulai dari kebutuhan sehari-hari, hingga kebutuhan untuk perkebunan. Pasar ini digelar tiga kali dalam sepekan. “Hari pasar Selasa, Rabu dan Sabtu,” kata Suryadi.

Tinggal 20.000 Hektare

TNTN ditetapkan sebagai taman nasional melalui perubahan fungsi dari Hutan Produksi Terbatas seluas 83.068 hektare oleh Kementerian Kehutanan. Tahap pertama berdasarkan SK Menteri Kehutanan Nomor: SK.255/Menhut-II/2004 tanggal 19 Juli 2004 seluas 38.576 Ha.

Tahap berikutnya berdasarkan SK Menteri Kehutanan Nomor: SK 663/Menhut-II/2009 tanggal 15 Oktober 2009, ditambah seluas 44.492 hektare. Sehingga total luasnya 83.068 hektare. Sebagian besar kawasan TNTN berada di Kabupaten Pelalawan dan sebagian kecil di Kabupaten Indragiri Hulu, Provinsi Riau.

Di sekitar TNTN, saat ini masih terdapat perizinan HPH yang masih aktif. Yaitu HPH PT Siak Raya Timber seluas 38.650 hektare, HPH PT Hutani Sola Lestari seluas 45.990 hektare, HPHTI PT RAPP (Riau Andalan Pulp And Paper), PT Rimba Lazuardi, PT Rimba Peranap Indah, PT Putri Lindung Bulan dan perkebunan kelapa sawit yaitu PT Inti Indosawit Subur, PT Peputra Supra Jaya, PT Mitra Unggul Perkasa dan beberapa perusahaan lainnya.

Kawasan ini memiliki tingkat keragaman hayati sangat tinggi. Ada sekitar 360 jenis flora tergolong dalam 165 marga dan 57 suku untuk setiap hektarenya. Tesso Nilo juga dikenal sebagai habitat bagi beraneka ragam jenis satwa liar langka. Seperti gajah sumatera (elephas maximus sumatranus), harimau sumatera (panthera tigris sumatrae), berbagai jenis primata, 114 jenis burung, 50 jenis ikan, 33 jenis herpetofauna dan 644 jenis kumbang.

Menurut hasil investigasi Balai TNTN dan WWF Riau, sekitar 2.279 kepala keluarga (KK), telah menetap dalam kawasan TNTN. Sebanyak 2.176 (95 persen) KK merupakan pendatang dari luar desa sekitar TNTN. Hanya 666 KK (5 persen) masyarakat sekitar kawasan TNTN.

Perambahan bertambah marak. Hingga 2009, terdapat 14 lokus perambahan. Menyebar di sepanjang jalan koridor dan pusat-pusat perkampungan. Luasnya mencapai 28.606,08, atau 34,5 persen dari luas TNTN.

Data terakhir yang disebutkan Taufiq Hariyadi, Kasi Pengelolaan Unit I Lubuk Kembang Bunga Balai TNTN, bahwa saat ini areal yang tersisa mencapai 19.000 hingga 20.000 hektare saja.

“Sejak dua tahun terakhir ini cenderung stagnan dan cenderung terhenti. Dan untuk mengatasi permasalahan tersebut, dilakukan revitalisasi Tesso Nilo yang melibatkan semua pihak,” ujarnya baru-baru ini.

Salah satu proses yang dilakukan yakni, pendataan terhadap masyarakat yang ada di dalam dan di sekitar TNTN. Ada satu desa yang sudah didata dan hampir selesai. Dari 12 desa yang berada di dalam dan sekitar kawasan pendataan sudah mencapai 40 persen dari luasan seluruh desa tersebut.

Taufiq menyebutkan, saat ini Balai TNTN masih menunggu kelanjutan dari kebijakan yang dikeluarkan menteri dan presiden dalam upaya mengatasi perambahan yang terjadi. Menurutnya, pemberdayaan masyarakat di sekitar kawasan diyakini sebagai solusi yang mampu memperlambat laju perambahan.

SK Harus Direvisi

Pengamat Kebijakan Publik, Saiman Pakpahan, melihat adanya kejanggalan dalam penerbitan SK Menteri Kehutanan Nomor: SK 663/Menhut-II/2009 tanggal 15 Oktober 2009 terkait perluasan kawasan TNTN. Ada kecenderungan, dalam penerbitan SK tersebut, pemerintah tidak melibatkan banyak pihak.

“Dalam pembuatan kebijakan, seperti penerbitan SK ini, harus melibatkan unsur masyarakat. Tapi itu tidak dilakukan. Ini yang menjadi persoalan,” kata Dosen Universitas Riau ini kepada Riau Pos, Ahad (28/1). Benar saja, dari pengakuan Kepala Desa Lubuk Kembang Bunga, Rozi Chairul Slamet baru-baru ini, pihak masyarakat tidak dilibatkan dalam pembuatan kebijakan perluasan TNTN.

Pemerintah kata Saiman, jangan memaksakan dalam membuat kebijakan. Sehingga, ribuan masyarakat yang ada di dalam TNTN dianggap tidak ada. Semestinya kata dia, pemeritah dalam hal ini Kementerian Lingkungan Hidup dan Kehutanan (KLHK) harus melihat kondisi riil dan memahami kondisi empiris di wilayah itu. Di mana, sebelum SK diterbitkan, masyarakat sudah berkembang di sana. Bahkan, Dusun Toro Jaya sudah dibentuk pada tahun 2000.

“SK ini harus direvisi. Lakukan evaluasi. Sesuaikan dengan kondisi di lapangan. Lihat kondisi masyarakat di sana. Tidak bisa dilakukan relokasi yang jumlah warganya sudah ribuan,” ujar Saiman.

Jika pemerintah tetap bersikeras untuk melakukan relokasi, maka ini akan berbenturan dengan kondisi di lapangan. Konflik vertikal antara pemerintah dengan masyarakat akan tercipta. “Jangan menghadirkan konflik di daerah. Belajarlah membuat kebijakan yang baik itu seperti apa. Jangan membuat kebijakan seenak perut pemerintah pusat saja,” kata Saiman.(bersambung)
